Depends on the occasion and the style and colour of the dress. If it is a very fancy dress for prom or something, clear or a french manicure. But if it is for a party, or it is more of a summer dress maybe you should clash it with hot pink nail polish (only if you have short nails, though! Long nails with bright colours just look tacky.)

A yellow dress would look very nice with white nail polish. White and yellow together make a nice combination.
First give yourself a manicure, then paint them clear. Yellow is a very bright color and you don't want to overdo it.
